Nothing. You cannot reset until account recovery completes. Just check iforgot.apple.com in 24 hours. See if it still shows you in recovery. Short of that there's nothing other than what I've advised

You're absolutely right. At this point you have to wait for account recovery. The time on the website is accurate. 24 hours then probably another wait after that.
You're in account recovery. So in 24 hours you'll check the website again and it will either let you reset or tell you that you have to wait longer. I would double check to see if you can reset your password from Settings>Your NAme>Password and security> change password enter passcode for device and you should be prompted to enter a new password that way. If that's not available account recovery is the ONLY way.
