How can I shrink-to-fit a picture into a fixed sized placeholder when making a book? This feature seems to have been removed from Photos v3.0. The picture is being cropped and I can not zoom out. I don't mind that it will need to be padded.

Ctrl-click or right-click the photo in the frame and then select "fit photo to frame". The photo will be scaled down to fit completely into the place holder.
If the photo has already been fit into the frame, you will see "Fill frame" instead.
Thank you for the quick response. Unfortunately, I do not see that option when I control-click on the photo. 😕 It's exactly what I need. I am using Photos Version 3.0 (3251.12.190) on Mac OS High Sierra Version 10.13.3.
I deleted the project and created another with a different theme. Works exactly as you explained. Fit photo to frame (using my scanned images) appears and works as expected. Just my luck to have originally selected a theme for which this was not an option. Thanks again for your help!
It may depend on the theme you are using or on the photo you added. If the photo already fits perfectly and you cannot shift it inside the frame, neither "Fit to frame" or "Fill frame" will show. Or, if the pixel size of the photo is too small. Photos can scale the photo down, but it cannot enlarge it.
I need it to scale down as it's cropping the top and bottom 6mm off. It appears to be auto zooming to fill the left and right of the frame. I would prefer it to scale down to fit the top and bottom, which will require padding the left and right with white (or black or a color of my choice).
As a test, create a new book with a different theme.
Can you use the "Fit Photo to frame" for a new book? Try with a different photo, a simple JPEG taken with a camera, not PDF files or scanned photos.
Then all is well, great! 🙂
