Apple watch is speaking the time but is off by 1 hour. How do I fix this?

I have an Apple Watch 2 which is paired to the iPone X but the speaking time on the watch is off by 1 hour. How do I fix this?

Apple Watch Series 2, iOS 11.2.5

On your Apple Watch, go to Settings > Time, and make sure it says "+0 min". If it says something else, tap the button on the screen, and turn your Crown until it says "+0 min" and press on Set. Details: How to set a custom time on the Apple Watch - CNET

By speaking time, do you mean with Siri, or with the Mickey Mouse/Minnie Mouse faces?

EDIT: Just realized this is about the Mickey Minnie watch faces. Have you tried restarting your Apple Watch (Pres and hold the Crown and side button until the Apple logo comes on)?
