Yes, you can.
Funds can be added to Apple Pay Cash using debit or prepaid cards that you have added to Wallet (some prepaid cards may not support this feature):

Transfers can be made to your preferred bank account. This can be different than an account that is associated with any given debit card in Wallet and it can also be changed at any time, by following the instructions here:
