why can't i make purchases using my credit card?

i tried purchasing a full version of a game for $2 using the credit card i use for my apple id, and a messaged popped up saying something along the lines of "your purchase could not be completed". can somebody help me? thanks!

Do as the message instructs, contact Apple Support at:
