iCloud storage selective sync

I would like to store selected folders of data on iCloud but not sync to other devices. That is, just upload to a cloud folder and have that be the only place the files are located. Similar to DropBox where local copies are optional.

Is this possible?

No, you have two choices:

keep all iCloud Drive files and folders mirrored on your Mac,
or "Optimize storage". Then some files and folders will be stored locally, but you cannot controls, which files will be removed from your Mac, it is fully automatic.

iCloud is not DropBox replacement - nor is DropBox an iCloud replacement - iCloud has many, many different services available but none of them are DropBox like storage, iCLoud is designed for sharing and syncing between devices
