Billing problems

Hi I keep seeing iTunes taking money out my account and I can’t update stuff saying payment declined why every time I’m not buying no app they want to keep asking about my card why keep taking money out my account that’s why I hate Apple because u can’t download free apps without being charge I can’t update cause of a billing issue do you take money out every week that’s what it look like
