Did you tap on the Learn More link? Once you do, and you scroll down to Add a device to the list, you will read that with the majority of Apple products, you sign into your account on the device - and that adds it to the list.
Other devices (the minority) are mentioned in that paragraph, typically as explained in my response to seamu07, (which I'll post in a minute).

The linked page has a list of your previously registered devices.
If you had clicked on the Learn More link on that page, and then scrolled down to the Add a device paragraph, you would have spotted the following information:

Not to poke, but the link isn't helping me register the AirPods I bought at a Walmart. I don't find anything on that URL that allows me to enter the purchase. Can you help?
