problem is that my image is never still, so I thought that OIS (Optical Image Stabilization) may be brokenModel and iOS version:

That sounds like a defective camera. Take it to an Apple store or Apple Authorized Service Provider.

Camera moves all the time. During photo mode, during video mode, during recording video, all the time... in every mode.
Yes, and, within limits, that is what OIS is for. But you said that your subjects moved. That isn't what OIS is for.
