iCloud and System Keychain not syncing

I have passwords stored in my system that are not syncing with the iCloud. iCloud has always been turned on and there is no rhyme or reason for the passwords to not sync. For example Wifi passwords. Some sync but others do not. Tried logging out then back in on my iPhone and computer.

Macbook Pro has High Sierra up to date

iPhone 6s with High Sierra up to date as well.

iPhone 6s, iOS 10.3.3, 128 GB

I tried this page initially and still nothing. In keychain on my Mac it shows an iCloud and system one but they don’t match.

Have you tried turning off iCloud Keychain syncing on the affected device? Or possibly signing out of that device and signing back in?

I completely signed out of iCloud on all my devices and it didn’t fix it.
