Dell Latitude 3580 and Dell Dock d6000 with Apple Apple LED Cinema Display 1316

I have a Dell Latitude 3580 Laptop and Dell docking station d6000 with Apple LED Cinema Display a1316 and windows 10 pro 64-bit version 1709 build 16299.248

I have the docking station plugged into the laptop via USB 3.1 gen 1 port and the dock is powered with the adapter that came with it. The dock does not charge laptop so i have the laptop adapter plugged into laptop as well. For the monitor, i use the startech cable to go from mini display port on monitor side to full-size display port on the docking station. Then I will open the lid on the laptop and push the power button and then close the lid and let the laptop boot up to windows 10 login screen on the 27-inch monitor. I type my password and login. Now sometimes randomly the 27-inch monitor will blink 3-4 times then come back and be usable again. Now if that does not happen then the 2nd problem will happen. If hit on the keyboard control alt delete and lock my computer and leave it locked for an hour or more the monitor will go black meaning I cannot see anything on the screen and then I hit control alt delete on the keyboard I can hear my computer dinging because I am not doing the right thing. But I cannot see anything on the 27-inch monitor to do what it wants. Now the only way I can get the 27-inch monitor to work is to open the lid to the laptop and hold the power button down until it turns off all the way then turn it back on and the monitor is useable again. How can I fix both of this problem so how can use my 27-inch monitor with my computer?
