Apple Watch (not iwatch) cannot be used at all (even for telling the time) without being paired to a compatible model of iPhone.
This is required in order to set up and use all models of Apple Watch, including for managing and syncing with the Apple Watch over time:
There are two different versions of Apple Watch Series 3:
Apple Watch cannot be set up and used on a standalone basis or synced with any other device from Apple or any other manufacturer.

The Apple Watch Series 3 (GPS) will work with the 5s but the (GPS + Cellular) model requires an iPhone 6 or later.

Apple Watch Series 3 (GPS + Cellular) requires an iPhone 6 or later with iOS 11 or later. Apple Watch Series 3 (GPS) requires an iPhone 5s or later with iOS 11 or later. Apple Watch Series 1 requires an iPhone 5s or later with iOS 11 or later.
According to this link, Apple Watch Series 3 - Apple and looking at the notes in the bottom of the page see this:
Apple Watch Series 3 (GPS + Cellular) requires an iPhone 6 or later with iOS 11 or later. Apple Watch Series 3 (GPS) requires an iPhone 5s or later with iOS 11 or later. Apple Watch Series 1 requires an iPhone 5s or later with iOS 11 or later.
Check to see that your iPhone 5s has the latest iOS installed on it. If it does, then please describe what happens when you attempt to pair the phone and watch.

If I understand your answer : you are 100% certain that an iPhone 5s and an iWatch 3 (not cellular) work 100% paired together.

I have an iPhone 5s with iOS 11 and an Apple Watch Series 3. It is working perfectly fine with my phone.
Just make sure you don't get the Series 3 GPS + Cellular - that one has a red crown. It will not work with the 5s.

Janathan, I went to AppleStore with the document on my iPhone. And they keep saying the that it's not worth to by because I wouldn't be able to pair the two devices.
So I am going next time to the Genuis desk and ask for a demo at the instant.

I went to the Apple Store of Montpellier (Odysseum) to day to purchase one AppleWatch 38mm. It's for my Mum who got my iPhone 5S, as I bought an other iPhone.
Back home no problem to set the watch. It's easy and the two devices do it automatically. All works find.
For my Mum it's nice this watch, as it was difficult for here to grab the iPhone in here bag before the end of the ringing. Now she should not mise any call.

She may have to get a newer phone at some point in order to update the software for her Apple Watch. But it should work just fine otherwise.
