IfI’m My iPhone 5s has it’s screen popped up in the corner
I heard you could get a new phone for free but that was a while back
What do I do and if I don’t do anything about it is it safe?

If you're iphone is still working, the 1st thing to do is to perform a full backup of your device content immediately:

Then no, it's not safe to keep on using your device, its' risky, and some internal boards could be damaged.
I suggest that you have your device inspected at the nearest Apple Store or authorized service provider. Theu will give all the available options.
