BLACKLISTED

i bought iphone (LL/A) unlocked from local store(myanmar) from last year. i was used around 1 year and reset all setting to made new before give somebody as gift. but immeditiately my phone was locked mode and cant activate any sim card. not icloud lock mode, just blacklist . still can use without sim and also can use sim with Gvay sim. why?

i think somebody (may be first owner) do blacklist to my phone but i was bought from store brandnew and activated myself. onething previously i cant use very well, in this time, i was doing many check and learn in icloud. so i think if i was doing my device to lose mode or erase mode or something like that ? now my icloud device show only iphone x and iwatch as currently use. not show any other device .

so plz help me any idea to slove my problem if u doubt something. now these phone can use without sim as game, wifi so on. and also can use with R-sim . i want back officially unlocked 😟 if want detail i can show detail with photo about phone.
