How to active iMessage in iphone 6s

I have following instructions how to active iMessage and then the last go to setting and like to turn on iMessage and they mention your carrier may charge for sms message used to iMessage. I fixed to turn on final still didn’t available for iMessage or not delivered. How to resolve and fixed thats problem?
