Using Siri to set a timer, both my iPhone and Apple Watch respond, setting independent timers

"Hey Siri, set timer for 5 minutes", usually results in both my Apple Watch and iPhone responding, with each setting their own separate timers, usually a second or two apart. Is there a way to have either/or the Watch or iPhone respond rather than both?

Apple Watch Series 3, watchOS 4.2.3

I usually set all my timers and most of my Siri interactions using hey Siri on my watch. In order to avoid confusion I have turned off hey Siri on my X. Then only the watch responds. Use side button to invoke Siri if needed on phone.


If I set a timer on my AirPods using Siri double tap or directly on my phone then everything responds, iphone, watch and AirPods all at the same time.
