an apple store is refusing to install the $29 battery because when they opened my iphone 6 they saw I’d already put a non-Apple battery in it. i am asking where Apple has published for the consumer that policy.

Legally under many warranty protection laws, neither Apple nor any other manufacturer can deny any kind of warranty repair based on whether an aftermarket part or service has been used. There are reports that an aftermarket glass repair is effectively ignored during the warranty period if it's done correctly, but after the warranty is over, Apple will request that the glass be replaced (at Apple's standard fee) in order to proceed with any other repair or a battery replacement.

However, this doesn't extend to service after a warranty period is over. Apple refusing to replace a battery after the warranty period is over is completely legal and their prerogative.

The only warranty discussion the Apple store pointed me to says, “If service is needed due to failure of parts that are not original...Apple reserves the right to return the product without servicing it.” BUT I have no failure of parts, so the premise of their disclaimer means the rest of it doesn’t apply. I went in with a perfectly working phone; I just wanted to take advantage of their new battery offer.

Again, show me where the consumer could have known they would not be obligated to replace my battery.
