iOS 10 Blocking PPTP VPN Connection via Personal Hotspot
Is it true that Apple has discontinued support for PPTP VPN connections FROM iOS devices in iOS 10 and above, and is not allowing PPTP VPN passthrough as well?

Pragmatically, there's not really any particular reason to run a PPTP VPN any more. Just use a direct network connection. Less overhead than the PPTP VPN, and with roughly equivalent security. Microsoft (originator of PPTP) is recommending discontinuing PPTP, which means folks should be migrating to an alternative VPN such as L2TP over IPsec. Because of the insecurity of PPTP VPNs, various organizations that previously implemented PPTP VPN servers are discontinuing those VPN servers in favor of alternative VPN server implementations, too.
