The shutter on my phone is “down” but the assistive touch says “unmute”, and when the shutter is “up”, the assistive touch says “mute”. What should I do to fix it?

This is normal behavior. If you have the mute switch down, meaning your phone is muted, assistive touch would permit you to unmute the phone. The reverse it also true. If the switch is up, meaning the phone is not muted, assistive touch would let you mute it.
