My wife is using MS OUTLOOK as a mail client for a her University email, works fine. However, the calendars do not sync between the OUTLOOK and her iPhone ???? (Email synchs just fine).

If she is using the Outlook app they calendars should appear in the app, not in the Apple calendar. She should be able to go to Settings/Accounts & Passwords and add an Outlook account, then select the Calendar to sync.
