Iphone is disabled, could not connect, unknown error occurred (0x8000015)

I just bought the iPhone 8 plus today. It was trying to connect to the cloud when it powered off. When I tried to turn it back on, it now says iPhone is disabled connect to iTunes. When I connected it to my computer, iTunes says, iTunes could not connect to this iPhone. An unknown error occurred, (0x8000015). What do I do??

iPhone 8 Plus, iOS 11.2.6
