I know many people who lose their phone or their phone gets stolen, however, they can never track it because the phone is off. Do you think Apple should give us the option to turn on or off our phones on a computer or from another device?

When an iPhone is off, it's completely off. It cannot receive any signals. Ergo, it can't be turned on remotely.
But, even if Apple did the rather large redesign, including some sort of back up battery (which would make the phone larger and heavier), it wouldn't solve the problem. All a thief needs to do is put the phone is a faraday bag. Or take it somewhere where there's no signal. And, unless you think the thief is going to be so obliging as to keep the phone charged so that you can find it, eventually, the battery will die.
