I can't reinstall MAC OS

i have a mac book i can't reinstall MAC OS...the error is present in when i signing in app store the error is "This Apple ID has not yet been used with the App Store.." plese review your account Information massge display ...can you help me about this

Go to View my account > Sign in > go to Billing and payments > and enter the required details. You must enter a means of payment and a billing address
