Question: Problem with referenced files

I am moving my photo library from Picasa to Photos, but wish to keep my photos as referenced files. I successfully imported my already existing photo files from my hard drive using Import under the File menu. However, when I connect my CompactFlash card and attempt to import new photos, the photos are placed in the Photos library and are NOT imported as referenced files.

"Copy items to the Photos library" is unselected in the settings.

My iCloud is not signed in, nor am I using iCloud Photos.
I cannot use the Import function from the File menu to import from the CF folder - the photo files are grayed out.

Photos Version 3.0 (3251.12.190)

How can I ensure that new photos imported from my camera card are added as referenced files?

Thank you, much appreciated. I understand the issues with referenced files, but will continue with this in the short term, due to my current cloud backup system with Google Drive/Backup and Sync and terrible internet here in Ethiopia.
