Problem with referenced files

I am moving my photo library from Picasa to Photos, but wish to keep my photos as referenced files. I successfully imported my already existing photo files from my hard drive using Import under the File menu. However, when I connect my CompactFlash card and attempt to import new photos, the photos are placed in the Photos library and are NOT imported as referenced files.


"Copy items to the Photos library" is unselected in the settings.

My iCloud is not signed in, nor am I using iCloud Photos.
I cannot use the Import function from the File menu to import from the CF folder - the photo files are grayed out.

Photos Version 3.0 (3251.12.190)

How can I ensure that new photos imported from my camera card are added as referenced files?

You can not


to import referenced photos they must be on your Mac disk - and using referenced photos is a very bad idea for many reasons - there are no advantages and many disadvantages - :Disadvantages of a Referenced Library in Photos
