OS 11.13.13 on MacPro 5.1.
I have tried Safe Boot, clearing caches, deleting library / application support / addressbook/ *.abc* files, turning off iCloud sync, reinstalling the OS via Recovery Mode.
Works fine on my MacBook Air running same version.
macOS High Sierra (10.13.3)
A few more things to test:
- does the application start whilst in Safe Mode?
- does the application start when running from a different user account, in normal mode?
