imessage & facetime problem

hi all. i am Kamal and i am apple user and from Malaysia- Kuala Lumpur. Previously i used iphone 4s and now i am using iphone 8 (thanks god). I got problem to on imessage and facetime. Some said because the telco- webee is not certified yet. Appreciate if anyone can respon to this matter. Thank you so much.
