And that is if you've paid off the device subsidy, if it has one.
Device Subsidy in that context means "On Contract". If you got your phones on contract, the contract has to be paid off before they can unlock it.
You need to talk to your carrier.

Ask the carrier it's locked to if they'll unlock it. Nobody else can.

I did already. O2 network told me they can’t unlock iPhone 8 & iPhone X yet.
Then there you are. It can't be unlocked. Only the carrier it's locked to can authorize unlocking it.

If they won't/can't do it then your phone cannot be unlocked. As highlighted in the document I linked in the first reply, Apple cannot do this, only the carrier can.
