Can't log into new iPad with Apple ID

I am trying to set up a new iPad. When I get to the Apple ID section I enter my credentials and it tells me "Incorrect Apple ID or Password Try another Apple ID". However, when I go to the web and use the exact same credentials and am able to log in.


Any thoughts on why the iPad won't accept my Apple ID?

iPad Pro Wi-Fi, iOS 11.2.6

I was able to get through the setup process. However in the settings when trying to sign in with my iCloud I get the "iCloud username or password is incorrect".


What is interesting, is that when I log into my account on the web. I see that in Devices this iPad is listed.
