Yes. Something is not working correctly with your original account.
I would start by checking the permissions for the Logic default project folder.
Select the ~/Music/Logic, folder and press Command - I to get info.
At the bottom of that window you can see the permissions for that folder.
What does it say?
Try converting the file to m4a or preferably an AIFF or WAV in iTunes.
Will that let you import the file?
Still crashed when I imported a WAV..

I would try creating a new administrative macOS account and try the same thing logged in from that account to exclude any permission issues.
It worked fine on that account. does that mean I need to change something to get it to work on on my normal account?
If I'm at the correct spot.. it says Read & Write
What happens if you create a new project and save it inside that folder. Then import the audio file?
Logic just crashes as soon as I drag and drop the file.
