When I plug in my replacement iPhone 6 plus to the charger it says (This accessory may not be supported). If I turn the phone off and then plug in the charger, it will start the phone up and start charging.

That message often comes from some sort of marginal connection. I've seen that with internally damaged cables (that work sometimes), although something that happens if there's debris in the Lightning port and the connection is iffy.

We have two iPad's and my wife has an iPhone 7 that all of the chargers work fine on. I tried cleaning the connection with electronic spray cleaner to no avail. The phone is an insurance claim replacement phone from ATT so it may have had issues in a previous life. Thank you for your response.
