2011 Mac Mini Constant Reboot at Startup/Kernel Panic Kext Error

Anyone with some advanced knowledge would be appreciated if you could help out !

Mac Mini 5,1 2.3Ghz i5 had these symptoms described by seller:

"

The Mac Mini was upgraded for a client. However, shortly after the client started having issues with the Mac restarting on its own and sometimes not booting up. We have confirmed these issues, as well as video distortion at times.

This is the model with AMD graphics which are most likely starting to fail and/or the Mini has a failing logic board."

Received unit, would not boot at all, constant restarting. Took out logic board and put logic board in another mac mini housing. Same thing.

hooked up different hard drive running Mac OS X 10.13 SAME THING

Put in one 8GB stick ram that boots 3 other machines no problem. SAME THING

Tried to heat up logic board for a few seconds up to apron 250 degrees F for a couple of seconds. Didn't want to do much more at this time without checking with anyone knowledgable.
