Looks like a lot of people have this problem and apple doesn't care they just keep posting the process for people that can see the subscriptions button in App Store and settings but won't help any one fix the problems of not having the option to click subscriptions or manage subsc
If there is no option to Manage subscriptions, that means there are no subscriptions to manage or cancel on the Apple ID currently being used.
The button only shows up when there's something to actually manage there.
To add to Phil0124's response, with which I agree, it means the subscription was placed directly with the vendor and not through an Apple method. You have to manage the subscription using the vendor's methods.

Go to iTunes main page bottom of page apple I'd click that view I'd Go to manage subscriptions stop the payments you don't want to pay.
