Today, at 7:22 PM, I received a message that my credit card was withdrawn at SAR 197.99 from ITUNES.COME / BILL but I did not buy anything from the store, noting that this is not the first time.

Then you didn't actually make the purchase. If your bank shows that it was an issue when you call them or go to your banking portal (the webpage where you do your banking), then you've got a different issue unrelated to your Apple ID. It's probably just a phishing attempt.
