how do I back up photos and videos retaining metadata and live photo?
I’d like to know the physical and online storage options. Thanks!

Do you have a Mac with Photos 3.0 and High Sierra? Then you can sync your iPad with iCloud Photo Library and the Photos.app on your Mac download the iCloud Photo Library on your Mac and copy the library to a backup drive.
The local library on the Mac will save all metadata, also the Live Photo effect.
I am not using Windows PCs, so I cannot say, if the iCloud Control panel on a Windows computer will allow you to save the Live Photos in the same way as a Mac.
