I am trying to take passport portrait with my Ipad Air 1. the pics don't have enough bytes to meet requirements. it must have 250 Bytes. can I increase the bytes for the photo on the ipad?

I have an Ipad Air 1. I tried to take passport portraits but the pics don't have the required min 250 KB. They were only about 74KB. Can I increase the Bytes?
