can I share a folder on iCloud

can I share a folder on iCloud - I know I can in Photos, but I dont see the little +person icon when I select a folder I want to share.

Or can one only share individual files

iPhone 5, iOS 7.1.1, New phone want old back up

No, not folders unfortunately. For that, consider Dropbox.
