Why are my facetime live photos not really live?

When I take a live photo in facetime on my mac it saves to photos but is only a single frame. Has the live icon but cant make it play and only shows one single frame in edit window.

MacBook Pro (Retina, 15-inch, Late 2013), iOS 11.2.6

Help>FaceTime Live Photo’s I am trying to turn on FaceTime live photos and it’s not working. I watched videos and guides on how to turn it on but when I go to the FaceTime app>preferences> the checkbox to allow Live Photo’s is grey and unavailable. Please help.
