If you're the device's original owner and have its purchase receipt, ask Apple to bypass it.

If the device is associated with Apple Configurator, the lock can be bypassed that way. This is generally only applicable to school or business devices.

Otherwise, you can't. It's an anti-theft measure.

Only the individual who activated it can remove it, i.e. by logging into the device with their Apple ID & password.
