I have a iPhone 6 Plus with the last version iOS 11.2.6 and every time I want to download apps it ask me for billing information and my bank card information even went the apps are free and some of the apps all ready download it

Hi, You won't be asked for a payment method again until you choose to make a purchase if you remove the payment method for your Apple ID. You can follow the steps in this article to do so: Change or remove your Apple ID payment information - Apple Support
