One wonders exactly what photos you think are in iCloud that you wish to restore. There are two very different possibilities:
- Photos in an iCloud backup. If you chose to back up your iPhone to iCloud, photos that were in Camera Roll when the backup was created could be recovered by restoring the backup. - Photos housed in iCloud Photo Library. Simply sign in to iCloud on your iPhone, and be certain you have everything you need set to "On" in Settings > [your Apple ID] > iCloud > Photos
There are no other photos stored in iCloud.
