i forgot my brithday and mine id is blocked hELP

i remember my icloud id i remember my password but when i put in any phone or want to sing out from my old phones its says your icloud id is blocked and need to unblock its ok i remember my security questions but when i reset frist its ask my birthday but when i put its says its wrong so what i do i have my password i have my security questions answers ????? please help
