My friend made a new apple id? Verification problem?!! HELP!!!

So my friend lives now here in Bangkok. So she made a new apple ID. They sent her the verification code, but now when she entered it, it says that her apple ID is locked for security reasons. I think she entered the code many times with incorrect code. So she clicked the iForgot link something so Apple sent a new code. She entered that and didn't work again. What she should do?? Should she make a new apple id again and try not to make enter the incorrect verification code? Or is there any other solution?
