Restart goes to a different partition

I have two partitions in the main hard drive. One for High Sierra, the other for Snow Leopard. When I restart from High Sierra, the computer goes to Snow Leopard. In order to reboot from High Sierra I have to use the option method and choose High Sierra. Is this normal?

restart from external drive I'm on a MacPro (Late 2013) running High Sierra 10.13.4. I have Maverick (10.9.5) on an external drive to give me access to Final Cut 7, which is not supported in the newer OS. I'm trying to restart from Maverick and even though system preferences says it will restart in maverick it keeps returning to High Sierra. I tried holding down the option key when restarting and it didn't show the external drive as an option. Any suggestions of other things to try would be appreciated.
