If your contacts were synced to iCloud you can use a computer and log into www.icloud.com, go to the Contacts app there, click the gear-shaped Action menu icon at lower left, click Select All, then click the Action menu item again and Export vCard. You would then need to find out how to import vCard format from a computer to whatever phone you now have.
