Flash doesn't work in NOT THAT cold weather Iphone 8 iOS 11.2.6

As the headline says, my camera flash doesn't work or blinks just 20% (barely noticable) when in colder environment. Temeprature isn't that low, around zero celisus and even far above zero, around +10 celsius. When I get inside, it starts working after couple of mins.

Flashlight works fine, and what I've noticed so far when I turn on flashlight first, from the control center, then I can take fast 1-2 photos with flash, and then again it doesnt work if I don't do the same thing.

Just please dont tell me to look optimal operating temperatures for the phone, I've already looked at it, and as I said here, it doesn't work even above 0 celsius, so don't tell me that is the case here.

As far as I've read comments and posts here, this is not an isolated case, but a pretty much mass problem.

Except for the flash, everything else works fine, screen doesnt freeze, phone doesnt turn off etc.

Can somebody at least tell me if it's a software or hardware problem and why Apple isn't doing anything about this issue, since really a lot of people are having exactly the same problem, not only on iphone 8, but also on the plus model, and iphone X.
