Update problem and struck up with apple logo

i purchased iPhone SE phone exactly two year back.Three days back if I go settings, then the screen will come out automatically.i decided to connect the iTunes and 11.2.6 version came then I update the version after that in booting session it stopped with apple logo and half line loaded..Today I went service store and explain everthing.

After checking that they told its a hardware issue..we can’t do it.if you want to repair you have to pay Rs.26,000.Actually the brand new price is 18,999 only.. Now they told clearly,this is the only way, otherwise you have to buy new phone only..This is rediculous..I paid the money for this phone 2 years back Rs.39,999

please someone one help me...
