iTunes won't shuffle a genre.

When I go into iTunes on my phone I try to shuffle a genre (Hip) and when i click the genre it shows me all the songs that are there (130) but when i hit shuffle the genre only some (15) and the sames one keep playing. How do I make all of them shuffle?
