My ICloud account- accessing it when phone is turned off

My husband has our iPhone service with Verizon. When he wants to punish me for some thing, he turns my phone off. My question is if he turned my phone off with Verizon, can I still access my iCloud info from a computer? Also, is he doesn’t have the iCloud password, will he be able to access it?

I set up my new phone using my husbands account by accident. How can I remove all of his information? Can I delete the information from my husbands account from my phone?
