You can't - and should not WANT to. Someone is looking for it, surely.
Turn it in to authorities = police, or Lost & Found of the place where you "found" it.
Hand the phone into the police. Activation lock can only be removed by the person whose account it's locked to.

But they said they will do what they can to get that phone to its owner. Later they contacted me saying that I can keep it because no one came for it
It is still of no use to you, unless you make it a coaster or paperweight. Apple will not help you locate the owner & will not help with activation lock or passcode.
